1.1 Background of the Task
In the context of globalization,the exchanges between countries are deepeningday by day.“‘Going out’has become one of the most important foreign policies ofour country today.In the process of‘going out’,there is a growing number ofpolitical texts in the field of translation,one of which is the government work report.”(Lan,2017)Thus,the importance of the government work report as a carrier topublicize a nation's or a region’s policies and culture is evident.More and moreforeign friends have a strong interest in traditional Chinese culture.As the political,economic and cultural center of Zhejiang Province in China,an importanttransportation hub in southeastern China,the second largest central city in theYangtze River Delta,and the largest economic circle in China,Hangzhou is also ofgreat significance in external publicity with its unique Jiangnan culture.As one of themost important districts in Hangzhou,Shangcheng District has also made an essentialcontribution.The government work report of Shangcheng District is an importantwindow for people in Hangzhou,China and even the world to get an in-depthunderstanding of the development of Shangcheng's economic condition,people'slivelihood,education,employment,culture and other fields.In this HangzhouShangcheng district 2022 government work report,Haitao Hui,Deputy Secretary ofthe District Party Committee and Acting District Chief,reviewed the achievements ofShangcheng district in the past five years,and comprehensively arranged anddeployed future work goals and contents.
1.2 Significance of the Task
The government work reports involve many expressions with culturalconnotations,so the interpretation of the government work reports,especially thesimultaneous interpretation,brings great challenges to interpretation major students.“We can make use of appropriate language to successfully achieve cross-culturalcommunication.”(Li,2018:701)Therefore,to simulate the simultaneous interpretationof government work reports is a good opportunity for practices,through whichinterpretation students can accumulate background knowledge and enrich experiences.In addition,the government work reports usually are complicated and have highdensity of information.They not only summarize the work gains and losses of theprevious years,but also deploy various plans for the current year and the years tocome.They usually include contents of many fields,such as industry and commerce,agriculture,finance,science,education,culture,energy,transportation,nationaldefense and diplomacy,etc.All things are reflected and indispensable.This requiresthat the language expression should be clear and concise.Usually,the governmentwork reports also use a large amount of data,which is scientific and rigorous.Moreover,new words appear one after another in the government work reports,andhot words also appear frequently.Besides,they will use rich and popular expressions.Especially when they are related to the people's livelihood,they will use a series ofdown-to-earth language with a strong sense of intimacy,which shortens the distancebetween government work and people's lives.Therefore,the author holds the point ofview that the functional equivalence theory should be followed as the guidance in thesimulated simultaneous interpretation practice in order to keep these characteristics inthe process of interpretation of Hangzhou Shangcheng district 2022 government workreport.This will help the author have a more solid theoretical foundation in her latersimultaneous interpretation,and better deal with the unique language features of Chinese in the simultaneous interpretation of the government work report,so that theinterpreted speech will be closer to the original speech.Finally,as a student,theauthor rarely gets the chance to come into contact with real simultaneousinte
